Gülay Barbarosoğlu

Elected by a landslide faculty vote, and thereby nominated to the post by the Turkish Council of Higher Education in late July, Professor Gülay Barbarosoğlu was appointed as the new Rector of Boğaziçi University by Abdullah Gül, the President of Turkey.  She started her tenure on August 6th, 2012.

A Professor of Industrial Engineering, Gülay Barbarosoğlu was the Vice-Rector of Boğaziçi University, in charge of research between 2008 and 2012.  During her career, she also acted as the Head of the Kandilli Observatory and Earthquake Research Institute of Boğaziçi University, as the founding Chair of Center for Disaster Management, as the Chair of Department of Industrial Engineering, and as the Chair of Graduate Program in Financial Engineering. Professor Barbarosoğlu taught in the areas of mathematical programming and optimization, logistics, operations and production planning, stochastic programming and decision theory.

During her services as the Vice-Chair of EURO (the Association of European Operational Research Societies), and the national representative of NATO Research and Technology Organization, she worked with many European universities, govermental and non-govermental institutions in close collaboration.

As the new rector, Professor Barbarosoğlu declared her commitment to maintaining and improving the existing international partnerships and cooperation Boğaziçi University enjoys, and emphasized that she will certainly prioritize to enhance global partnerships further in both academic research and exchanges.

Service Across Europe

EURO is the "Association of European Operational Research Societies" and is a regional grouping within IFORS, the "International Federation of Operational Research Societies".  It is a "non profit" association domiciled in Switzerland. Its affairs are regulated by a Council consisting of representatives /alternates of all its members and an Executive Committee that constitutes its board of directors. Its aim is to promote Operational Research throughout Europe. The members of EURO comprise the national OR societies of countries, most of whom are located within or nearby (in a broad sense) Europe.  Each member society appoints one representative and one alternate to form the Association’s Council. Either or both of the representative and the alternate may attend Council meetings that are held in conjunction with the Euro-k conferences.

The Council has the power to act in all matters in order to realize the object of the Association. In particular, the Council is competent in the following matters:

- Approval of annual accounts and budgets;
- Election and dismissal of officers;
- Dissolution of the Association.

The Council elects a President, a President-Elect (or immediate Past President), between 2 and 4 Vice-Presidents, a Secretary, and a Treasurer. These EURO officers form the Executive Committee. The President-Elect serves for only one year whereas all others are elected for two years. In addition, the Council elects an IFORS Vice-President to liaise with IFORS.

Dr. Barbarosoğlu acted as the chair of the Organizing Committee for the EURO/INFORMS Joint International Meeting held in Istanbul in 2003. This was the first joint meeting of EURO with INFORMS (Institute for Operations Research and Management Science, a major institution in this field based in North America). Following a very successful EURO/INFORMS Joint Meeting she was nominated as vice president of EURO and elected by the Council.

Between 2004-2007 she served as the Vice President-1 of EURO along with the following colleagues from major universities of Europe and interacted with many European universities.

During her term, she helped setup the Euro-k conferences that are held in Rhodes in 2004, Rejkjavik in 2006, and Prague in 2007. All of these conferences attracted about 2000 participants from the world but mostly from Europe. The decision making processes at EURO are typically European with constituents providing feedback at each stage and the decision is given after a vote. Leading this process as the vice-president in accordance with the strategy of the organization has been a rewarding experience for her.
